Si tratta del'assegno di maternità dei Comuni, un'indennità da richiedere al proprio Comune di residenza da parte di mamme che non lavorano oppure che non hanno diritto all'assegno di maternità dell'INPS.

L'assegno di maternità dai comuni è un assegno che le mamme non lavoratrici e le mamme che non hanno diritto all'assegno di maternità dall'INPS possono chiedere al proprio Comune di residenza per la nascita del figlio oppure per l’adozione o l’affidamento preadottivo di un minore di età non superiore ai 6 anni (o ai 18 anni in caso di adozioni o affidamenti internazionali).
Per ottenerlo è necessario essere cittadine italiane o comunitarie residenti in Italia al momento del parto o dell'ingresso del bambino in famiglia oppure cittadine extra-comunitarie in possesso di carta di soggiorno o permesso di soggiorno CE per soggiornanti di lungo periodo.
Il figlio di cittadina non comunitaria nato all’estero deve essere in possesso dello stesso titolo di soggiorno della madre.


In alcuni casi particolari, se la madre non può richiedere l’assegno, il beneficio può essere richiesto, a seconda dei casi, dal padre del bambino, dal genitore della madre, dall’adottante, dall’affidatario preadottivo o dall’affidatario non preadottivo.
Per poter richiedere l'assegno di maternità dai comuni è necessario che il reddito e il patrimonio della richiedente non superi, al momento di presentare la domanda, il valore fissato come parametro massimo dal'ISE. In altre parole, non tutti potranno beneficiarne.

Nel caso in cui la domanda venga accolta, la cifra prevista è di circa 1550€ complessivi che saranno elargiti dal'INPS su indicazione dei comuni stessi.

LA DOCUMENTAZIONE: COSA PRESENTARE E QUANDO?
La domanda, che deve essere presentata al proprio Comune di residenza entro e non oltre il sesto mese dalla nascita del bambino o dal suo ingresso in famiglia in caso di adozione utilizzando i modelli disponibili presso gli uffici comunali, deve contenere la seguente documentazione:
    • La dichiarazione sostitutiva unica oppure l'attestazione della dichiarazione sostitutiva ancora valida contenente i redditi percepiti dal nucleo familiare di appartenenza nell'anno precedente a quello di presentazione della domanda di assegno;
    • Una autocertificazione nella quale il richiedente dichiara di essere in possesso dei requisiti richiesti dalla legge per la concessione dell'assegno (residenza, cittadinanza…), di non avere diritto per il periodo di maternità all'indennità di maternità dell'Inps o alla retribuzione oppure di percepire da parte dell'INPS solo una retribuzione parziale per la quale dovrà essere calcolata la differenza, di non avere presentato, per il medesimo figlio, domanda per l'assegno di maternità a carico dello Stato di cui all'art. 75 del D.Lgs. 151/2001 (assegno, questo, istituito dall'art. 49 della Legge n. 488/99).
    • Le cittadine non comunitarie devono presentare agli uffici del Comune la carta di soggiorno o il permesso di soggiorno per soggiornanti di lungo periodo.
